Parental Rights

If my ex wants to give up parental rights, does he have to pay child support? He was ordered back in Aug. that he has no contact with the children until he gets his act together. He said last week that he is going to give up his rights so he doesn't have to pay the child support anymore and he wants to adopt his step children. We live in South Carolina.
