He can't be arrested until he is found guilty. And he can't be found guilty until the court says he is. The first thing is to file a motion for contempt. You are the one to do this. No one will do it for you. Also, if the money is earned here, then some employer somewhere is sending W-2's or 1099's to him. There is a record of it. And if there is a record, then it can be counted as income. Just because he takes income earned here and sends it overseas, that doesn't protect him. Unless he is paid in cash. Which is illegal but many do it for temporary work or "under the table" dealings.
