I would think that if no state was willing to help you that maybe the federal government might be able too (I know, strange concept). I just went to the State Department website and they have some information that might be useful and get you started in the right direction. Here is the website;

Anything is possible if you just keep trying. You may be able to write them via email to get your information. I know it can be frustrating at times to get things accomplished in a timely manner but don't get down (2 years and counting for my divorce to become final). Be persistent.
