Parent moving out of state HELP

I am a new step mom and trying to understand the laws on custody. My husband's ex-wife called today and said she is moving the kids out of state. Can she do that witout his consent? They kids are having enough trouble being away from him as much as they are, this will just make things worse. What can we do?

Notification of relocation isn't good enough , the mother would have to bring a petition in court and prove relocation is in the best interest of the child(ren) .
