I was wondering what the law was regarding giving up parental rights in a divorce case?

That would depend on whether it's voluntary or involuntary .
Voluntary termination is usually only allowed if there is another person willing to adopt the child[ren] . Involuntary termination usually involves serious neglect or abuse by the offending party .

I understand too that it doesn't necasarily release the parent from financial obligations
