Got a question.

My mom married a man from Korea last year in April.

He has not received citizenship. My mom even had to sign something with immigration that says she is responsible for him.

He disappeared on my mom 2 months ago.

What should she do?

No She hasn't. Should she do that first? Should she then let immigration know?

Yes , file a missing persons report . What if something awful happened ? The financial responsibilty you mother assumed only becomes involved if he goes on public assistance , so that shouldn't be a concern .
