If I send medical bill receipts by email and my ex-spouse responds only with a telephone call - are they still considered received? He is refusing to respond by email that he got the email - ? If I give them to him in person, how do I "prove" he got them??? Is the only way by certified mail?????

You can request a "read" receipt via email I think. That way when the message is opened it will send reply back to you and let you know. I'm not sure if that is possible with all email programs, but I'm sure you could go through outlook or whatever to find a way to do it.

I believe that outlook actually gives the person receiving the email the option to send the read receipt or not. It is not a sure fire way of proving receipt.

I think you better send them certified mail. You'll have the signed receipt.
I just had to do this with my X. Still no payment though. I got the second receipt yesterday in the mail.

Ah yes... I forgot about the "option" to send a read receipt in outlook. I don't know the program well enough but there might be an email program that would send it automatically. I use myspace, for example (though of course not appropriate for this) but it will tell you if the message was read and when.
My husband and I usually don't have any luck with certified mail because she won't pick it up, and they always get returned to us. Unfortunately that works fine with notices (like when we moved) because it shows where it was sent to her address and then returned, but with medical bills... not so much.

If he does not pay them you can ask the attorney gernals office to collect but you must first send the bills to him certified mail. I had the same issue with a fax and even though it is in the court orders for us to use a fax and I have a fax recieved slip I had to send them certified mail.

I just found this interesting information about using certified mail for just these kinds of purposes. Wow! There is so much to consider.

The attorney generals office does not care that they sign for them only that you made an effort. My ex refuses to sign anything either. The attorney general has to go before the judge to collect and he just has to show that you made an effort yourself to get your ex to pay up.
