IS THERE ANY LAW THAT OBLIGATES MOTHERS OR FATHERS (PARENTS) TO SPENT TIME WITH KIDS EVEN IF THEY DON'T WHANT TO ? I MEAN ITS TOTTALY NOT FAIR THAT A MOTHER OR FATHER HAVE TO BE TAKING CARE OF THE KIDS WHILE THE OTHER (PARENT) IT'S LIVING THERE LIFE TOP TO THE FULLEST.

Not any that I know of to MAKE a father be that, a father. They can force them to pay but not to spend time with the child.
In a lot of respects it sucks all the way around...mother gets jipped because she can't count on any time off and has to act as two parents but mostly it's the children that suffer.
Think about it though in the respect of forcing someone to take physical responsibility of something they don't want....will they really treat the child with care? No, probably not. Instead they would be resentful and probably take it out on the child.
I would rather have my children with me 24/7 then subject them to the anger of their father who would rather be out riding his bike or hanging out with his friends than taking care of kids.
