Social Security Benefits for Child Support

Specifically, when the noncustodial parent is receiving Social Security benefits for retirement, and the child is receiving the payments, are those payments credited toward the child support the noncustodial parent would otherwise pay?
Is this applicable in New York State and can you cite a specific place where the law is written down?
