You can't control what your Ex does with his daughter on his time nor should you.

She's a few months from being eiht and no she can't decide that. She want's to go hunting also (and I'm glad) but she's not anywhere ready to use a gun yet. Just because a toy says it's for a certain age it is not law. Some kids mature faster and can handle things at different times then other. I'm not asking for him to go take a two day class or infact any class at all. All I'm asking is that he go take a thirty minute test and get his licence. Also remember if she was in an accedent no insurance would cover it because he has no licence. He certanly can't afford medical expences and why should I if he can't even show that he is capable of riding?
