Well, if you can get one of the parties that he is bartering with to testify against him, you would be able to make a case.
Other than that, there is nothing that you can do. Unless you can prove that he is living beyond his income and doesn't have a corresponding credit card debt. And even then, that's questionable.
If you have anecdotal evidence, and the $$ amount is significant, you can threaten to report him to the IRS. That could put him in the uncomfortable position of having to prove he is NOT hiding income via an in-depth audit. Yuck - who wants that!!? He might be more reasonable if he thought you were serious about pursuing that course of action. On the other hand, if you do end up reportign him to the IRS, and they do prove some kind of tax fraud or a large tax debt, that may mean less resources available to your child. It's a tightrope....
