When is child support considered legally late, where I can tell my attorney and they can have his wages garnished?

You can apply to have it automatically garnished from his wages at anytime. Contact the agency that collects the child support and ask them how you would go about that.

It would be late if it's paid after the date it says to pay it in the court order. 1-2 days isn't going to be a big deal. Over 30 days, and you can file contempt of court.
