What happens here? Is it contempt?

At our temporary order hearing in January, my stbx was ordered to pay a bill that is in my name, $100 per month. The money is automatically deducted from my checking account and he gives me the money for it ahead of time. He did not pay it this month or last month. Can he really just not pay it? Anyone have any experience with this?
