I am newly married to a wonderful man. He was married before with 3 kids. He got divorced in Texas. His ex moved to Virginia a year ago last August. He pays his child support and has never been behind.
His ex will not allow any contact between him and his kids. He has no address, no phone number, nothing. I found online his ex just bought a house, so I figured out her new address.
He calls his ex's mother's house (last known phone number) and they hang up on him.
He is a totally excluded father. What can he do? We have little money to hire an attorney in Lynchburg in order to enforce his rights to see/talk to/email his 3 sons.
Help.

Does he have a visitation order or any other order that she's clearly in violation of. If so he can go to the court with jurisdiction on the case and file a contempt charge. It is not expensive and does not require a lawyer to do so.

Yes, he has standard visitation....holiday exchanges, summer time and every other weekend (the every other weekend part is not practical because the kids are out of state). He is totally excluded...can't even send them a birthday card! How do we file this paper in Virginia?

You are still in Texas? If she did not ask for a change of venue when she moved, you'd file in Texas. You need to read through the agreement and hilight things you beleive she's not complying with. From that Choose the low hanging fruit. Most decrees contain a requirement that parties keep each other informed of whereabouts. That would be a low hanging fruit.

Well, that means she has lots of low hanging fruit. In his decree, it says she is required to notify him by certified mail any changes in address, phone numbers, etc. He has gotten nothing and been told nothing. I was told by a lawyer in Texas (where we live), that if he filed in Texas for these problems, it would be a simple thing for her to do a change of venue and we would waste money in Texas. He told me to call a Virginia attorney, and I did, but got no call back.
