Custody - Seperation

Have been seperated without documents for two years. I had sole custody of my children and received child support. I recently moved to NC after losing my job. Kids (girls 14 and 11) decided to stay with father until summer. Now 14 year old has decided to stay in VA because of her friends. Can I force her to move down here?
