When a motion for modification is filed within two years of the initial order, in this case a partial custody and placement order under Keller v. Keller, 214 Wis. 2d 32, 571 N.W.2d 182 (Ct. App. 1997), "final order". When does the court of appeals consider the motion filed in order to establish which standards the motion should have been decided on by the circuit court, on the date the motion is filed with the circuit court or when the circuit court holds the hearing de-novo and makes a ruling on placement.
