how long can a lawyer drag out the process of actually writing and finalizing the divorce decree paperwork once a judge has granted the divorce in a hearing and neither sworn party objected?

what if the ex-spouse is stalling purposely, and refuses to sign the decree although it has already been granted by a judge?

what actions can be taken when despite all efforts of civil communication about visitation, etc...an ex-spouse continues to be spiteful and uncooperative by harassment and physical threats to the other party? harassment includes multiple emails and phone calls DAILY that contain foul language and unnecessary statements, threats, etc, often in front of the children. these are unprovoked, and due to the need to know of an emergency with the children, phone numbers cannot be blocked or changed.
