IMO, I'd enter an ex parte motion with family court asking the court to: 1) decide who is to continue to pay the marital debts 2) impute income to the stbx since she voluntarily quit 3) ensure that the debt payer gets full credit in the property settlement for paying the other party's share of the community debt.
