Can CS be enforced even he moved out of state?

I have a court order saying my almost ex need to maintain health insurance for our 2 children and to pay child support.

But of course, he quit his job and moved to other state to live with his girlfriend. He is saying his income is less than 1/3 of the previous income now, and can't afford to pay any. He also canceled their health insurance, too. He also had his baby with his new girlfriend 2 weeks ago.

I filed the divorce where we lived, I was told that the court order means nothing if my ex is in the other state. Is that true? Do I need to file for non payment in the state he is living in?
