Yes, you can get the divorce settled by a judge without her signature.

Jurisdiction is a possible catch. If she files objection requesting jurisdiction be moved to her state, which will likely slow things down and incur expenses for both of them.

Of course, she has to make the legal motion. I'd work on the assumption that it's an empty threat and schedule a hearing in his state and try and get it pushed through.
