When determining spousal support, will the judge only consider who is the "neediest" spouse?

The judge will consider need in any award of spousal support, but that doesn’t mean that it will come down to a question of "neediness." "Needs" in this case is merely a balancing of the economic interests to determine how to equalize or "normalize" them through a support award. The bottom line is, the judge will be looking to do what is fair once the situation and facts at hand are carefully examined.
